Chaps or gaiters?

Height. Gaiters cover ankle to below the knee, which is where most defensive strikes on a walking adult land. Chaps carry that up to the thigh, which matters in waist-high brush, on horseback where your leg sits higher, and anywhere you are pushing through rather than walking over. The cost is weight and heat.

Do chaps go over or under trousers?

Over. Chaps buckle around the waist or belt and strap down each leg on the outside of whatever you are already wearing. That is also why they come off quickly when you are back on a maintained trail.

Are they too hot for summer?

Honestly, often yes. A full-leg chap traps far more heat than a gaiter, and in Southern summer that is the main reason people stop wearing the protection they bought. If your risk window is hot, a gaiter you keep on beats a chap in the truck.

Will chaps stop a rattlesnake?

Is a brush chap the same thing?

No. Brush and trimmer chaps are built for thorns and debris, and their manufacturers make no snake claim. If the listing does not say snake, treat it as a brush guard.
